Cosmetic Products

From beauty products such as lipsticks, nail polishes, fragrances to personal care products such as shampoos,  eyecreams, or even soaps, cosmetic products are broadly regulated by the Food and Drugs Act, as well as the Cosmetic Regulations in Canada.

All manufacturers and importers of cosmetic products are required to notify Health Canada by Cosmetic Notification Form (CNF) within 10 days after the first sale of any cosmetics in Canada. Failure to notify may result in a product being denied entry into Canada or removed from sale.

Health Canada keeps a list of substances that are restricted or prohibited in cosmetics called “Cosmetic Ingredient Hotlist”. It is very important to ensure that your product formula is in compliance with the Hotlist.

All cosmetic product labels also have to adhere to cosmetic labelling regulations that includes proper cosmetic claims, specific nomenclature for ingredients, and necessary French translations.
